Interesting observations of Traffic Cameras in Operation

Earlier this week I was on my way into town and I passed through an intersection that is "loaded" with traffic cameras. While I was sitting there, waiting for the light to turn green, I watched cars travel through the intersection, properly, being photographed. That's right, I didn't stutter... They were following proper procedures, turning or moving ahead on Green and being photographed.

This happened more than once! So, I took some of my time and parked in a nearby parking lot and observed this intersection for about half an hour. During this time, I saw 14 different cars photographed for absolutely NO reason. The only problem is... they'll get a ticket and have NO recourse?
